The City Manager's Office serves the Cedar Rapids City Council and the community. The city manager administers local government projects and programs on behalf of the city council. The manager prepares a recommended budget for the council's consideration; recruits, hires and supervises City employees; and carries out the council's policies.

City council members and citizens can expect the city manager to provide complete and impartial information, including alternatives and long term consequences, for the council's decision-making process. The city manager makes policy recommendations to the council, but the council may or may not adopt them or could change or modify those recommendations. 

The City Manager's Office is responsible for the following:

      1. Support the decision-making process of the Cedar Rapids City Council
      2. Ensure citywide alignment and implementation of city council goals
      3. Coordinate and direct citywide strategic communications plans that proactively provide accurate and timely information to the citizens of Cedar Rapids
      4. Provide strategic leadership that ensures efficient, effective and responsive public service delivery
